Bureau of Justice Assistance (BJA) and Justice & Security Strategies (JSS) Announce a New Micro-grant Program

The Bureau of Justice Assistance (BJA) and Justice & Security Strategies (JSS) announce a new micro-grant program for body-worn cameras (BWC) for small, rural, and tribal law enforcement agencies.

Eligible law enforcement agencies include the following:

· All publicly funded law enforcement agencies with 50 or less full-time sworn officers or

· All publicly funded rural law enforcement agencies* or

· All Federally recognized tribal law enforcement agencies.*

*Agencies denoted with an asterisk (*) may have more than 50 sworn officers and remain eligible for the micro-grant program.

The on-line application for this grant program is user-friendly. It consists of 30 questions requiring yes/no answers, multiple choice answers with drop-down menus, brief narratives, and a budget.

Funds must be used to purchase body-worn cameras and may include expenses reasonably related to BWC program implementation. Funding can be used to support pilot BWC programs, establish new BWC implementation, or expand existing programs.

The micro-grant program is competitive. Grantees will be required to provide a 1:1 cash or in-kind match. Applications are due by 11:59 p.m. ET on August 31, 2021. We anticipate that this will be a highly competitive solicitation, and applicants are strongly encouraged to apply and submit before the deadline.

About $7,650,000 is available, with 225 awards being made.

Justice & Security Strategies, Inc. (JSS) is the organization that was selected by BJA to administer the micro-grant program.

Please take note that this program is distinct from BJA’s FY 2021 Body-Worn Camera Policy and Implementation Program to Support Law Enforcement Agencies (https://bja.ojp.gov/funding/opportunities/o-bja-2021-103001) (BWCPIP). The micro-grant program is designed to better serve small, rural, and tribal law enforcement agencies. Agencies that do not fit the eligibility criteria for the micro-grant program being administered by JSS are encouraged to apply for BWCPIP. Small, rural, and tribal agencies can also submit an application through BWCPIP if they so choose, but should be aware that the application process is more detailed and demanding than the micro-grant process.

Take Free Online Training from the Federal Highway Administration

As life returns to normal—including traffic, whether we like it or not—traffic crashes will also increase on our nation’s roadways. Along with this, expect to see an increase in struck-by fatalities of roadway responders.

The Federal Highway Administration is encouraging first responders to use this time to take free online training in traffic incident management. While hundreds of thousands of responders have been trained in recent years, there are still too many preventable deaths every year for the professionals who show up to help those in need. In 2020 alone, there were 46 stuck-by deaths.

The National TIM Responder Training’s self-paced, 4-hour class covers all the essentials, including notification and scene size-up, safe vehicle positioning, scene safety, command responsibilities, traffic management, special circumstances, and clearance and termination.

Training Classes Offered by Criminal Justice Institute’s National Center for Rural Law Enforcement

The Criminal Justice Institute’s National Center for Rural Law Enforcement is offering three online sexual assault investigation courses to certified law enforcement officers and deputies representing rural communities. These online courses are supported by an Office on Violence Against Women’s grant and are available at no-cost.

Prepare yourself with the skills and knowledge needed to effectively investigate these cases using a victim-centered response.

FOUNDATIONS OF SEXUAL ASSAULT INVESTIGATION FOR THE RURAL OFFICER ONLINE (10 HOURS)

This course provides rural law enforcement executives and investigators with the knowledge, skills, and resources for establishing a victim-centered response as part of an effective investigation. Target Audience: Rural Law Enforcement Officers, Investigators, Chiefs, Sheriffs, and Command Staff.

SEXUAL ASSAULT INVESTIGATION FOR THE RURAL EXECUTIVE ONLINE (8 HOURS)

Rural law enforcement executives have the opportunity to have a significant influence on those they supervise and on their community’s attitude toward sexual assault. They are responsible for creating and maintaining an environment that supports a victim-centered response to sexual assault. This course will enhance the capability of rural law enforcement personnel to manage and investigate sexual assault cases in their community. Obstacles, resources and benefits to the department will also be explored. Target Audience: Rural Law Enforcement Chiefs, Sheriffs, and Command Staff.

NOTE: A prerequisite for this course is Foundations of Sexual Assault Investigation for the Rural Officer Online.

SEXUAL ASSAULT INVESTIGATION FOR THE RURAL INVESTIGATOR ONLINE (13 HOURS)

The response to, and investigation of, sexual assault crimes requires a victim-centered approach as part of an effective investigation. This course is designed to enable rural officers to better understand the impact of sexual assault upon victims as well as apprehend the offender. Target Audience: Rural Law Enforcement Officers and Investigators.

NOTE: A prerequisite for this course is Foundations of Sexual Assault Investigation for the Rural Officer Online.

Registration for these programs is available online here. Upon completion, officers will receive a certificate of completion. In addition, CJI staff can assist law enforcement agencies in obtaining credit from their state accrediting agency.
