Online Registration For 2017 Annual Conference Closes In Five Days

The online registration for the 2017 Annual Conference will close on June 20. After this date, those wanting to attend the conference must register onsite. Register today! Please login to your profile to ensure you get the member discount. If the chief of the department cannot make it, please consider sending other personnel in their place.
Tickets for the banquet will not be available for purchase after June 20. The awards banquet will be held the evening of Wednesday, June 28. We will have Acting Director Andrew McCabe of the FBI speaking and you don't want to miss him. Guests are invited to attend the banquet, purchase additional tickets for them here. *A ticket to the banquet is included with each full conference registration.

Law Enforcement Agencies: Partner With PERF To Improve Responses To Sexual Assault And Domestic Violence

The Police Executive Research Forum (PERF) is seeking local law enforcement agencies that have a commitment to improving sexual assault and domestic violence investigations, and that are willing to serve as a national model for other agencies. Partner agencies will receive training and technical assistance (TTA) designed to help achieve these critical goals.
Gender Bias Guidance
The U.S. Justice Department's Office on Violence Against Women (OVW) has awarded PERF a cooperative agreement to assist as many as 5 law enforcement agencies and their partner advocacy organizations to implement the principles set forth in the Justice Department's guidance on Identifying and Preventing Gender Bias in Law Enforcement Response to Sexual Assault and Domestic Violence. This guidance, released in 2015, is designed to advance bias-free policing and help agencies to more fairly and effectively respond to crimes and allegations of sexual assault and domestic violence.
Training and Technical Assistance
As part of the training and technical assistance (TTA), PERF will work with partner agencies to assess their current policies and practices, and provide recommendations and training to make improvements, consistent with the DOJ guidance.
PERF will implement the TTA with the support of a steering committee comprised of subject matter experts and practitioners - including EVAWI. PERF will then document the promising practices and lessons learned by each agency.
Call for Leadership
This is an opportunity for police, sheriffs', and tribal law enforcement agencies to demonstrate leadership in the areas of sexual assault and domestic violence investigations, and to serve as a model for other agencies. Results of the initiative will be documented in a guidebook to share with agencies nationwide to help them improve their response to sexual assault and domestic violence.

Law Enforcement Assisted Diversion & Law Enforcement and Behavioral Health Partnerships

Colorado to Implement Law Enforcement Assisted Diversion (LEAD) and Law Enforcement and Behavioral Health Partnerships (Co-Responder) Programs. The Office of Behavioral Health (OBH) will receive $5,200,000 effective July 1, 2017 to implement four LEAD pilot programs and five to eight law enforcement and behavioral health Co-Responder partnership programs.
Implementation Timeline: OBH intends to utilize a Request for Application (RFA) process to create contracts for LEAD and Co- Responder services. Eligible applicants shall be city or county government entities. Below is OBH’s planned timeline for implementation of these programs.

First Responder Convention Coming To Casper, Wyoming

A First Responder Convention is coming to Casper in October.
The Emotional health, Personal growth and Leadership development Convention will be October 9-11, 2017 in Casper at the Events Center. The hosting agency is Casper PD, and we will have 16- 20 POST credit hours.

Police Jurisdiction/Authority: Study From Burlington Police Department

Crystal Meade is working alongside the Burlington Police Department in an effort to research policies of the 50 American states and prepare and propose a NC law that would unify the local level officers with statewide authority/jurisdiction, if passed. The related study that is underway would benefit from the participation of all possible police chiefs from all states in the following survey, for which a description in provided below. It is only necessary for each chief to take the survey once, even if they should receive it from multiple sources.

'This survey is presented by the North Carolina, Burlington Police Department to the Chiefs Associations of the varying American states, or the closest relating association with the same cause. This survey is an effort to obtain data that is critical to policy analysis and evaluation regarding police jurisdiction and authority for local level police officers. The purpose of this study is to research and evaluate extra-territorial jurisdiction (ETJ) police authority and various laws throughout the fifty American states. The data collected by this survey will not only aid in the evaluation of the varying states policies, but also in the formulation and establishment of a policy proposal that, if passed by the North Carolina Generally Assembly, would ultimately modify state law. The policy goal is to unify local level police officers with statewide jurisdiction in a way that is effective, efficient, and adequate. Currently, North Carolina operates under a one-mile extra-jurisdictional allowance, provided by law. It is understood that not all departments will maintain records for the information linked to every question. Although an effort to answer every question is optimal, missing data may be inevitable. If there are additional resources that may be tapped for relevant research purposes, please indicate those resources in the associated question in the survey. We ask that the Chief of each department complete this survey. The Burlington Police Department appreciates your willingness to participate in this study.'
