Grant Opportunity

This grant opportunity might benefit a local or regional area that is struggling with a particular crime wave in their community.  For example, with the incredible upswing in drug related crimes across the state due to heroin and meth being brought in, there might be an opportunity for partnering and collaboration to combat this issue.

The U.S. Department of Justice (DOJ), Office of Justice Programs (OJP) Bureau of Justice Assistance (BJA) is seeking applications for the Byrne Criminal Justice Innovation Program. This program furthers the Department’s mission by leading efforts to enhance the capacity of local and tribal communities to effectively target and address significant crime issues through collaborative cross-sector approaches that help advance broader neighborhood development goals.

Byrne Criminal Justice Innovation Program FY 2017 Competitive Grant Announcement 

Applications Due: February 2, 2017 Eligibility Eligible applicants are limited to states, institutions of higher education (including tribal institutions of higher education), units of local government, nonprofit organizations (including tribal nonprofit organizations), and federally recognized Indian tribal governments (as determined by the Secretary of the Interior) as fiscal agent. 

Category 1: Implementation Grant (NOTE: eligibility limited to previous BCJI Planning grantees) Competition ID: BJA-2017-11280 

Category 2: Planning and Implementation Grant (open to any eligible applicant) Competition ID: BJA-2017-11281 

For this solicitation, community is defined broadly as a geographic area that has social meaning to residents. In urban areas, the term community may be used interchangeably with neighborhood to describe a specific geographic area that is delineated by major streets or physical topography. In urban areas, a community is typically less than two miles wide, while in rural and tribal areas it is often larger and part of an entire county.

The BCJI application requires a consortium of criminal justice, community, and/or human service partners (hereinafter referred to as “cross-sector partnership”) to plan and implement a targeted strategy addressing crime in a specific community. 

The BCJI Program understands that there is little research and evaluation of “hot spots” policing theory in rural and tribal areas; through the BCJI Program, BJA seeks to build and contribute to the criminal justice knowledge base on how to employ effective place-based strategies in rural and tribal environments.

2017 Body Worn Camera Federal Grant Program Open for Applications

Dear Sheriffs and Chiefs:

The federal Bureau of Justice Assistance (BJA) has opened its 2017 Body Worn Camera Grant program for applications from local law enforcement agencies; applications are due February 16, 2017. 

There are 4 categories under which you can apply, all dependent on the size of sworn officers in your departments. CATEGORY 1: IMPLEMENTATION OR EXPANSION OF BWC PROGRAMS FOR SMALL AGENCIES. Competition ID: BJA-2017-12240 This funding category seeks to establish new or expand existing BWC programs in police agencies with 25 or fewer sworn officers. Applicants may request no more than $50,000 under this category. BJA estimates 40 awards will be made in this category for an estimated total amount of $2,000,000.

CATEGORY 2: IMPLEMENTATION OR EXPANSION OF BWC PROGRAMS FOR MID-SIZED AGENCIES. Competition ID: BJA-2017-12241 This funding category seeks to establish new or expand existing BWC programs in mid-sized police agencies with more than 25 sworn officers and up to 250 sworn officers. Applicants may request no more than $400,000 under this category. BJA estimates 10 awards will be made in this category for an estimated total amount of $4,000,000.

CATEGORY 3: IMPLEMENTATION OR EXPANSION OF BWC PROGRAMS FOR LARGE AGENCIES. 8 BJA-2017-11221 Competition ID: BJA-2017-12242 This funding category seeks to establish new or expand existing BWC programs in large police agencies with more than 250 and up to 1,000 sworn officers. Eight awards are anticipated, and applicants may request no more than $750,000 for an estimated total amount of $6,000,000 under this category.

CATEGORY 4: IMPLEMENTATION OR EXPANSION OF BWC PROGRAMS FOR EXTRA LARGE AGENCIES. Competition ID: BJA-2017-12243 This funding category seeks to establish new or expand existing BWC programs in extra-large police agencies with more than 1,000 sworn officers. Five awards are anticipated, and applicants may request no more than $1,000,000 for an estimated total of $5,000,000 under this category. 

The Colorado Division of Criminal Justice understands the difficulty for some law enforcement agencies who do not have grant staff to complete competitive federal applications for funding.  Therefore, for those who wish to apply but need technical assistance, we invite you to contact Mona Barnes from our Office of Adult and Juvenile Justice Assistance ([email protected] or 303-239-4188)  who can assist you in reviewing the application requirements, including the expectations for those who are successful in receiving funds, and provide technical assistance in meeting the application requirements. Although we cannot write your application, we will work closely with you to hopefully develop a competitive application.

For Colorado-specific BWC resources, a Body Worn Camera (BWC) Study Group established under HB 15-1285 published (February 2016) a report to describe its undertaking of a study of, and identification of, best practices regarding the use of body-worn cameras by law enforcement officers. In addition, the Colorado Best Practices Committee for Prosecutors also published a report  for law enforcement.  Both reports are available online and it is highly recommended that potential applicants read and review these in addition to the documents referenced by BJA in the announcement.
