Mark Thomas, Assistant County Attorney for La Plata County, will present information pertaining to Cash Bail Reform and Arrest Standards related to the potential reform.  The laws were looked at in 2020 and will be the focus of legislation in the upcoming year.

Ed Kafel, POST Firearms Subject Matter Expert Committee Chairman

Ed Kafel, retired Law Enforcement from El Paso County Sheriff’s Office and longtime instructor for CSOC, will present the update laws related to Officer Involved Shootings and a broad overview of his new Use of Force Course.  He will be discussing UOF and go into details related to the human factors that impact an officer’s actions during an incident.  Ed is well versed in these areas as he conducts Handgun Instructor Courses for CSOC and has been a subject matter expert for POST in the firearms committee.
